bracing of block wall

Hello,

My home has a full unfinished basement. The walls are cinder-block. The back wall is about 45 foot long. About 1/3 down from one end there is a projection that juts out from the wall; this projection is about 3 foot long and goes down the entire height of the wall. It is about 1 course wide.

I am assuming it is there to keep the wall from tipping into the house.

My question is:
Can I knock off the top half of this projection and still retain the safety aspects?

It would greatly improve the "open-ness" of the area if the projection was significantly reduced.
