efflorescence is caused by a combination of moisture and soluble salts within the masonry materials. In the case of parging a cap block, efflorescence really shouldn't be a real issue because (1) the parging would help to seal the masonry construction, and (2) depending on the shape of the cap block - water will be directed away form the interior of the masonry.
