Concrete masonry can be reused after a fire assuming no structural damage has occured. This is dependent on how intense the fire was and for what duration the fire lasted. In most cases the foundation to the structure having not been directly affected by the fire can be built on. A local buiding inspector would need to be consulted to confirm the structural soundness of any building after a fire as there are many variables. I will look up additional information for your reference on this subject. You may want to contact Mr. Jeff Greenwald with the National concrete Masonry Association at 703-713-1900. Mr. Greenwald is responsible for fire codes for the masonry industry.
