Pilasters for reinforcing cement block basement walls

I have a house with full unfinished basement. The walls are made of cement block with a floating slab. There are significant horizontal cracks in the mortar between several courses. I want to reinforce the walls by installing pilasters. Do the pilasters have to be anchored or pinned to the spread footing? Do they have to be cut into the existing wall, or can they be placed against the wall, and somehow tied into the wall? How does one support the pilaster at the top of the wall?
