John-
the loads of 17 vertical feet (14.33 in clay brick) resting on a cmu that meets ASTM C-90 should not be a problem. If the CMU supplied is not manufactured to meet C-90 b/c it's a veneer, you may want to ask for the manufacturers test data on the strength of the units.
Be sure to specify plenty of horizontal joint reinforcement in the courses around where the 2 differing materials meet (remember: block shrinks and clay grows over time)
You may want to check the Brick Industry Association's Tech Notes at www.bia.org/html/frmset_thnt.htm for more info.
