Waterproofing and insulation on composite walls

I am an engineer working on a tornado damaged
building in Ohio. The existing wall is a cavity
wall made up of 4" CMU with a 1" air gap and 3"
brick. Due to damage to the wall and deficiencies
in the construction we need to upgrade the wall
configuration. The 4" CMU is too thin for its
current usage. Can we remove the brick and
install new brick directly adjacent to the CMU,
creating a composite wall while maintaining the
same waterproofing and thermal qualities of the
original wall configuration?
