The answer to your question is definitely yes. First there are insulation inserts that fit into the cores of the concrete masonry units that offer good standard R-values. These inserts allow the block to be fully grouted with reinforcing steel, while maintaining thermal efficient insulation values.
Second there is a masonry system called stud block. This is a standard masonry unit with furring legs molded into the block itself. Drywall can then be drilled directly into the block. This system works best with an exterior finish such as siding, stucco or brick for added water resistance. The stud block eliminates the extra step of nailing in furring strips.
