This appears to me to be quite overdesigned. A typical basement wall can usually be designed using an 8 inch cmu that is reinforced. Without knowing any other information (location, type of backfill, block strength, etc.) it is difficult to provide you with a specific answer on how much and what type of reinforcement would be required. As a structural engineer, the comment that the wall would have to be "doubled up" seems very suspicious to me as well.
